Love thy neighbour

I'm having some problems with my next door neighbour. My partner has given me licence to use the C-bomb when referring to him, just not in front of the kids. He keeps parking his car in front of our house for weeks on end in front of our bins so they won't get picked up. We started asking him nicely and he moved it but now he's put it back there with the intended purpose of pissing us off. This is clearly the case as his driveway is empty and there is plenty of room in front of his own house. I'm not religious but I try to love my neighbour so why won't God strike this guy down for being an asshole? I'm moving in a couple of weeks anyway so won't have to deal with his shit anymore. I suppose it irks me that dickheads can get away with bad behaviour cos nobody can be bothered with the fallout. On a side note, I was on the train last night and I had a drunk Aboriginal guy try to pick a fight with me and about 8 other individual people cos they "weren't Australian". Nobody did anything about it, I just laughed and went back to my music but the security did nothing. Is it ok for him to intimidate and harass other passengers purely because he can rely on the apathy of others? What is security there for anyway? They were watching him and it was like they were waiting for a physical assault before they'd step in. I'm pretty confident that if I did something like that I'd be in handcuffs pretty quick. Still it made for an interesting ride home
